오늘은 요즘 아주 인기있는 전공이죠, 국제 정치 경제학 International Political Economy 석사과정 (IPE)을 상세히 설명드릴까 합니다.

 

국제정치경제학, IPE의 대두

 

세계정치는 많은 사건들의 화두입니다.

브렉시트 투표 결과에 요동친 세계 경제, 트럼프의 대통령 당선에 울고 웃은 국가들, 북한의 핵미사일 실험과 김정남 살해 사건 등으로 재점화되는 사드 논쟁과 그에 따라 격변하는 동아시아 정국 등. 세계 정치는 서로 촘촘히 연계되어 다양한 부분에 서로 영향을 끼치고 있습니다.

이러한 정치 영역에 대한 분석은 2차세계대전를 지나 냉전시대를 거치면서 많은 학자들에 의해 진척되며 하나의 학문-Politics-으로 자리잡게 되었습니다. 이를 기반으로 정치변화에 따른 군사, 경제, 환경, 젠더 등의 문제를 분석하는 학문 정파도 여러 방향으로 많이 나타나고 발전하게 되었습니다.

그렇게 근 60년을 지난 지금은 정치학계는 또 새로운 지각변동을 마주하고 있습니다. 50년을 이어오던 미국헤게모니가 흔들리고 하나된 세계화가 붕괴되며 많은 국가들이 지역화, 자국 이익논리를 앞세우며 정치의 지각변동이 일어나고 있습니다.

이에 따라 국제정치학은 여러 정부, 기구, 기관, 기업들에서 결코 뗄 수 없는 분야가 되어가고 있고 특히 이것이 미치는 세계경제에 대한 분석과 예측이 필수적인 부분이 되었습니다. 즉, 국제정치경제학이 급부상하게 된 것이죠. 이렇듯 정치를 중심으로 한 경제구조 분석을 목표로 하는 학문의 필요성이 급증함에 따라 IPE는 여러 대학의 정치학부에서 발맞추어 신설하고 공을 들이고 있습니다.

대학마다 조금씩 상이하겠으나, IPE 과정의 목표는 다음과 같습니다.

국제 정치 경제 현상, 세계 정치와 관련한 정치 사상, 국제 관계의 주요 이론적 배경, 이러한 전반의 문제 및 연구 분야를 탐구하기위한 고급 수준의 기회를 마련한다.

특히, 급변하는 세계적인 상황에서 권력, 부와 기관의 분배와 관련된 질문을 해결해가는 과정을 목표로 하는데요, ‘누가, 왜, 무엇을, 어떻게 얻을 수 있는가?’ ‘세계 국가간 권력 배분을 뒷받침하는 구조’, ‘그러한 분할이 어떻게 바뀌거나 변화하는 과정에 있을 것인가’, ‘ 국가와 시장, 정치와 경제의 관계는 무엇인가?’ 등의 질문을 끊임없이 던지면서 말이죠.

IPE 석사과정은 이후 정치학 박사과정으로 확장하려는 분들에게도 큰 도움이 되어 줄 것이고, 더불어 UN-엠네스티 등의 국제 기구나 여러 NGO 기구 등에 취직을 하여 세계시장에서 역량을 키워나가는 발판이 되어 줄 것입니다. 우리나라에서도 관련 직종의 정부-의회 공무원직이나 국제봉사기구 등 다양한 분야에서 필요로 하는 인재로 거듭날 것임은 틀림없겠습니다.

국제 연구 센터 (Centre for International Studies)는 모든 레벨의 직원 및 학생들을 위해 정기적인 워크샵, 세미나 및 컨퍼런스와 함께 정기적으로 콜로키 아를 개최하고 있습니다.

최근의 세계 정치사 및 국제 관계에 대한 이론적 또는 개념적 연구뿐만 아니라 적절한 연구 방법에 대한 ‘지적’으로 ‘엄격’한 교육을 제공하는 것을 목표로 한다고 명시하고 있는데요, 그래서일까요. 다른 대학들의 과정보다는 확실히 이수까지의 과정이 험난해보입니다.

우선 21달(2년) 과정입니다.

첫해가 끝날 때, 3 시간의 필기 시험을 두 번 치러야하며, 첫 번째 시험은 필수 과목에서, 두 번째 시험은 연구 설계 및 방법 과목에서 치뤄집니다. 2 학년으로의 진학은 시험에서 만족스러운 성과가있을 때에만 가능합니다.이렇게 통과하여 2학년에 접어들면 높은 수준의 논문 작성이 요구됩니다. 1학년 때의 과정들은 이 논문을 위한 과정이라고 설명하고 있는 만큼, 상당히 힘든 수준임을 가늠케합니다. 다른 대학들은 대부분 만오천자의 논문을 요구하는 데 반해 옥스포드는 3만자 논문 제출이 필요합니다. 옥스포드 다운, 그리고 Mphil 다운 커리큘럼입니다.

또한 동문 활동이 특히 두드러지는데, 동창 커뮤니티와의 교류에 전념하고 있습니다. 동창 프로그램, 연례 간행물 ( ‘Inspires’), 웹 사이트 포럼, 졸업생 네트워크 및 맞춤 행사 등이 있습니다.
